This is Joe, a Basque herder. It's early in the season and he has ewes and lambs he's herding. The crook he's holding is used to catch a sheep by the leg. Sheep are mostly shy and fleet creatures, and sometimes it's difficult to get near enough to grab 'em. With this long staff you have a much better chance of hooking them as they walk or run by.
